SPIP merupakan amanat Peraturan Pemerintah Nomor 60 Tahun 2008 dan Peraturan BPKP Nomor 5 Tahun 2021 tentang Penilaian Maturitas SPIP Terintegrasi. Terdapat lima tingkat kematangan SPIP, mulai dari belum ada (tidak ada level), rintisan (level 1), berkembang (level 2), terdefinisi (level 3), terkelola (level 4), hingga terukur (level 5). artinya SPIP Terintegrasi berpedoman pada penerapan SPIP yang tidak hanya pada satu entitas, tetapi juga mengintegrasikan pengendalian intern di seluruh tingkatan dan unit kerja dalam suatu organisasi, termasuk pemerintah daerah.
Pemerintah Kabupaten Rejang Lebong tahun 2024 mendapat Nilai maturitas Sistem Pengendalian Intern Pemerintah (SPIP) mencapai 3,003. Capaian ini menempatkan Pemerintah kabupaten Rejang Lebong pada level tiga dari lima tingkat maturitas SPIP. Meski sudah masuk kategori “terdefinisi”, ini berarti bahwa prinsip-prinsip pengendalian intern telah diterapkan secara konsisten dan sistematis di seluruh tingkatan organisasi, meskipun mungkin masih terdapat beberapa area yang perlu ditingkatkan.
Level 3 dalam SPIP Terintegrasi menandakan bahwa :
- Penerapan Sistem: Sistem pengendalian intern telah diterapkan dengan cukup baik dan konsisten di seluruh organisasi.
- Dokumentasi: Prosedur dan kebijakan terkait pengendalian intern telah terdokumentasi dengan baik
- Pemantauan: Terdapat mekanisme pemantauan dan evaluasi untuk memastikan efektivitas pengendalian intern.
- Perbaikan Berkelanjutan: Terdapat upaya untuk terus meningkatkan sistem pengendalian intern berdasarkan hasil pemantauan dan evaluasi.
Dengan adanya capaian nilai SPIP 3,003 tidak akan membuat Pemerintah kabupaten Rejang Lebong terlena. Justru capaian ini harus menjadi pendorong untuk memperkuat kesadaran kolektif bahwa pengendalian internal adalah tanggung jawab seluruh unsur organisasi, karena Semakin tinggi Nilai Maturitas SPIP menunjukkan kualitas penyelenggaraan SPIP yang semakin baik, dan ini menunjukkan bahwa Pemerintah Kabupaten Rejang Lebong semakin menyadari pentingnya SPIP sebagai instrumen untuk meningkatkan efektivitas dan efisiensi pengelolaan keuangan negara, keandalan pelaporan keuangan, pengamanan aset, dan ketaatan terhadap peraturan perundang-undangan.
